Atopic maybe contact dermatitis, less likelg urticaria, less likely fungal. Start oral antihistamine and topical steroid. If worsening switch to topical antifungal. Any new neck laces or soaps touching area?

Ok got it. I have recently started using some Cetephil lotion to treat it but it really burns my face and neck, but no necklaces on me ever. I also have been washing my neck and face twice a day. My eyes are puffy for some reason.
